De film begint met een operatie in istanbul waarbij James Bond en zijn collega  achter een dief van een harddisk aanzitten. Onder druk van M probeert bonds collega de dief neer te schieten als hij met Bond in gevecht is. Bond wordt per ongeluk geraakt en valt in het water waarna iedereen denkt dat hij dood is.
